Aleksandr Gusev, the governor of Voronezh Oblast, told Interfax on Sunday that air defense units intercepted 113 drones over the Voronezh area. He stated that more than 70 of the craft were brought down directly over the city, while the remainder were shot down in the wider urban area and nearby districts.

The attack took place during the night of October 25 and 26. Ukrainian open-source intelligence channels Supernova+ and Exilenova+ identified the Voronezhsintezkauchuk rubber plant and the Voronezh Aircraft Production Association as primary targets. Voronezhsintezkauchuk is part of the Sibur group and manufactures synthetic rubbers. VASO operates under the Ilyushin Aviation Complex division of the United Aircraft Corporation and produces components for the Ilyushin Il-96 jet airliner.

Gusev confirmed fires at several industrial businesses but did not name the specific companies in his initial statement. He described the incidents as having no significant consequences, a description that contrasts with reports from local media. Damage to building facades and windows was recorded in nearly every district of the city.

Beyond the industrial sites, the governor reported fires in a business centre, an apartment building, two dacha settlements, a school stadium, and a garage cooperative. Russian media outlet Astra provided specific impact locations based on photos and videos. They reported a drone strike on the Galereya Chizhova business centre at 35A Koltsovskaya Street. Explosions were also recorded near residential buildings on 52A 25th Yanvarya Street and 4K Arkhitektora Troitskovo Street.

Further damage occurred at the Uritsky residential complex on 135 Uritskovo Street. At least ten cars caught fire in a car park on 275/1 45th Strelkovoy Divizii Street. Astra readers reported hearing explosions and air defense activity for more than an hour. The city remained covered in smoke during the engagement, and residents noted that no formal air-raid warning was issued before the strikes began.
